What is Annex SL?

Annex SL is the shared blueprint behind every modern ISO management standard: a common 10-clause structure, identical core text and common terms. It is the reason ISO 9001, 14001, 45001 and 27001 fit together instead of fighting each other.

Annex SL (revised in 2021 and now formally called the Harmonized Structure, or HS) defines ten clauses. The first three are scope, references and terms; clauses 4 to 10 are the requirements every management system must meet.

Clauses 4–5: Context & Leadership

Understand the organisation and interested parties, set the scope, and show real leadership commitment with a policy and clear roles.

Clauses 6–7: Planning & Support

Address risks and opportunities, set objectives, and provide the resources, competence, awareness, communication and documented information needed.

Clause 8: Operation

Plan and control the operational processes that deliver the standard: this is where each standard's unique requirements live.

Clauses 9–10: Evaluation & Improvement

Monitor and measure, run internal audits and management review, then correct non-conformities and improve continually.

Clause 4: Context of the organisation

Understand your organisation, the issues you face and the interested parties that matter, now including climate-change context per the 2024 amendment, then set the scope of the system. What is Annex SL in simple terms?
It is the common structure ISO uses for all its management system standards, the same ten clauses, the same core wording and the same key terms, so that different standards look and work alike.
Is Annex SL the same as the Harmonized Structure?
Effectively yes. Annex SL is the part of the ISO/IEC Directives that held the structure; the structure itself was revised in 2021 and is now formally named the Harmonized Structure (HS). Most people still say "Annex SL".
What are the 10 clauses of Annex SL?
